Since 1991 when I first went into the old Boggo Road jail in Brisbane, I have been interested in working with the mental health issues that lead to substance abuse and through the substance abuse to offending behaviour. I am able to bulk bill most ex-prisoners as Medicare includes substance abuse in the list of mental health problems covered by the new rebates. |
